1899 Officer's Patriotic With 8c Trans-Miss

APRIL 3: MANILA to COLORADO

2nd Lt. letter properly with 8c Trans-Miss for quaruple rate to the U.S.

Assumed that letter was initially intended for stampless posting per endorsement 
by the Adjutant of the 1st Colorado Infantry, U.S. volunteers.

The special privilege for stampless posting with proper endorsement
was for soldier's mail only. Mail fror military officers required no
endorsement for the special privilege.
